New Delhi: As the overall air quality in Delhi remains in the 'severe' category, experts from IIT-Kanpur will submit a detailed plan to the Delhi government for artificial rain.   Delhi's overall AQI was recorded at 421 on Thursday morning.  Experts had proposed to create artificial rain around November 20 and 21, as the weather forecast for those days predicted 40% cloud cover over the national capital, which is a prerequisite.
